Leaves are the cheap platform. Their flattened blades spread across the surface, where air-filled aerenchyma adds buoyancy and long petioles tether each leaf to roots buried in mud. Keep them low. Floating leaves harvest sunlight without paying the mechanical cost of holding a broad, wind-catching panel in the air, and stomata on the upper surface exchange gases where water cannot block them. That is resource discipline. A submerged leaf would lose access to light and face weaker gas diffusion, while an elevated leaf would spend more tissue resisting drag, waves, and bending.
Flowers need different terms. Pollinators move through air, not pond water, so floral peduncles lift blossoms above the surface, placing pollen and receptive stigmas in the traffic lane of insects. That is the payoff. Separation also reduces splash damage and keeps reproductive organs more visible, though a stalk must still flex rather than snap when water motion pushes it.
