Pluto meets two tests. It fails the third. The standard draws a hard line between a body that occupies an orbit and one that has gravitationally reorganized it. That distinction matters. The result irritates anyone who treats roundness and geology as the whole story, because Pluto has an atmosphere, mountains, glaciers, and moons. But labels reward dominance. Pluto travels within the Kuiper Belt, a populous band beyond Neptune where icy bodies follow related routes and where Neptune helps govern the traffic through a 3:2 mean-motion resonance. Its mass cannot dominate. The planetary discriminant compares a body's mass with the material sharing its orbital zone, and it exposes Pluto's weak claim to exclusive control. A small world did not shrink; the category around it learned to count its neighbors.
